On the eve of a three-person delegation led by Azerbaijani Deputy Prime Minister Shahin Mustafayev's visit to Yerevan, Russian and Armenian media outlets reported that the purpose of the visit is to prepare for the resettlement of 300,000 Azerbaijanis to Armenia and the same number of Armenians to Azerbaijan. Commenting on the post by the General Director of "News Media" A. Gabrelyanov, the Azerbaijani website "Bakı-xeber" noted: "First of all, there is neither a legal basis nor a socio-political prerequisite for the resettlement of 300,000 Azerbaijanis. The number of Azerbaijanis and their descendants deported from Armenia in 1988-1991 is approximately 250-300,000 people. Azerbaijan raises the issue of its right to return on international platforms, but this does not mean mass migration. We are talking about voluntary, safe, and dignified return, not forced resettlement. Secondly, the figure of 300,000 Armenians resettled in Azerbaijan is also exaggerated. According to UN data, the number of Armenians who moved from Karabakh to Armenia is about 100-120,000 people. Some of them have left for third countries. Thirdly, the mutual visits of delegations are aimed at a peace treaty, border demarcation, opening of communications, and humanitarian issues. If there is such a sensitive topic as a population exchange, it should be discussed at the highest level, with clear statements and the participation of international mediators. To date, neither Baku, nor Yerevan, nor the mediators have announced such a program. Similar rumors are often spread in the Russian and Armenian media to gauge public opinion, put pressure on the negotiation process, or convey a message to the domestic audience. The figure of 300,000 is also symbolic, as if they are trying to create the impression of a "one-for-one" exchange. The information about the mutual settlement of 300,000 people does not correspond to reality. "The issue of return is on the agenda, but it is a voluntary, individual, and process discussed within the framework of international law, not a mechanical population exchange."
